The response we've seen about a new development in Westbrook called Rock Row has been overwhelmingly positive. That makes it hard for us to understand why someone has filed a lawsuit against the City of Westbrook.

According the Portland Press Herald, a newly registered limited liability company called Westbrook Property Holding filed a lawsuit against the city saying it violated the city's zoning ordinance and the company's due process rights by allowing a shopping plaza with a Market Basket as an anchor. The puzzling part is no one knows who is behind the company that is suing. All they have is an address of a small apartment on Brown Street in Westbrook.

The project was approved by the city and promises to create 1,000 new, permanent jobs. Market Basket will be the first to open in the summer of 2019 with Rock Row set to be fully completed in 2022 and include other shops, a movie theater, concert venue and a 25,000-square-foot indoor/outdoor brewery and food hall.

Some theories are it could be another business trying to block Market Basket from opening a new store, but both Hannaford and Shaw's Supermarkets have said it's not them.

The developers of Rock Row have asked the lawsuit to be dismissed and in the meantime the project will move on.
