This Photo of a Man in a Parking Lot in Damariscotta Leaves Lots of Questions

My brother shot this photo a few years back at the Hannaford Supermarket in Damariscotta and we still don't know what's going on here.

A man, relaxing on a bench making a phone call in a handicapped parking space. Huh?

My brother posted it on his Facebook page with the caption "Still have no idea why this guy would park his bench in a handicap zone. Hope they towed him."
