Why is Los Angeles dumping 96 million plastic balls into a reservoir? 

The answer is quite simple. The 'shade balls' will slow down the evaporation during the drought they are going through this summer. They will also protect the water quality by blocking out some of the sun's rays.

This method has been tested in other parts of the world, and has been proven effective to a point.
