Can We Talk About Why People Do This With Toilet Paper?

We all have our little things that bug us, but this one is right at the top of my list.

There is a cycle to rolls of toilet paper in the bathroom and it's a cycle that shouldn't be broken. When a roll of toilet paper comes to an end, leaving nothing but the cardboard roll, you grab another roll and replace it. Right?

There's always someone in the house that doesn't understand and will leave the roll empty which puts you in the predicament of having to grab a roll somewhere in order to finish your business.

But this takes it one step further. When I was at camp last week, I found this when I walked into the bathroom.

This is a job half done. You made the effort to grab a new roll, but just left it on the sink? I don't understand. It just makes me want to leave the roll right where it is to see how long it takes to find its way onto the dispenser.
