Why is This Water Faucet Making This Noise? [VIDEO]

I was in the men's room today washing my hands when the water faucet started to make this strange noise. It was similar to a strange noise my shower head started making this morning. Coincidence? 

When I heard my shower making a noise this morning that it hadn't before, I was curious. When the faucet at work did it, then I had to know what's going on.

My plumbing skills basically involve a plunger and Drano, so I have no idea what could cause this and if it's a bad thing. It's most definitely annoying.
