Does This Drawing on a Portland Post Office Have Some Sort of Meaning or Is It Just Pure Nonsense?

While we don't condone defacing private property, we can't help but be curious about what's on the downtown Portland Post Office sign.

Someone drew a picture of a rat with the words, "I'm the giant rat that makes all the rules."

That's a pretty good drawing of a rat, but what's it mean? Political statement? Just someone writing nonsense? You got our attention excellent rat artist. What're you trying to say?
