Is This Bad? It Looks Pretty Bad

I noticed this tree beyond our backyard in the woods. This doesn't seem right...

Every single leave of this giant maple (?) was covered with these black spots. It looks like a blight of some sort. It's not on my property, but I feel bad for it.

Does anyone know what this is and if I can do something for it?
